[ADVISORY] Publication Deletion Failure Due to TR Record Constraints and Network Disruptions

Issue
When a publication is deleted from the Central Data Repository (CDR) in the NIVOMAX Builder, if there is a network latency or interruption resulting in the database being unavailable at that instance, the system fails to delete associated TR records. As a result, the publication remains in the published path due to foreign key constraints.
Affected Use Case
Deleting publications from the CDR in the NIVOMAX Builder.
Affected Functionality
Deleting publications or manuals from the CRD.
Workaround
A manual clean up of the remaining TR and publication records that are still associated with the deleted publication in the database.
Enhancement
For the upcoming Builder release (v3.2.0) in NIVOMAX Platform 2024-2, a recursive deletion process is implemented. This enhancement will ensure that publications are completely removed from the master data, along with their associated TR records, even in cases of database connection issues.
